A merit scholar and dean's lister, Mr. Dulay graduated from the Ateneo de Manila University School of Law in 1989 (Ll. B.). He was admitted to the Philippine Bar in 1990 after ranking 21st place out of 3,012 bar examinees in the 1989 Bar Examinations.
He has since served as general counsel, legal counsel, Corporate Secretary and Director in several public and private companies, both foreign and local. He has acted for domestic and international clients in diverse industries including energy, business process outsourcing, contact centers, fertilizers, grains, electronics, furniture, shopping centers and malls, information technology, and general trading.
His practice includes energy, corporate and commercial, taxation, real property and intellectual property.
He is a member of the Integrated Bar of the Philippines, the Intellectual Property Association of the Philippines [IPAP], the Asian Patent Attorneys' Association [APAA] based in Singapore, the Association Internationale Pour La Protection de la Propriete Industrielle [AIPPI] based in Switzerland, the Telecommunications, the Broadcasting Association of the Philippines [TELEBAP],the International Hydropower Association based in London, UK, and the World Council for Renewable Energy [WCRE] based in Germany.
He has been a Professorial Lecturer of commercial law at De La Salle University and St. Scholastica's College, the leading private undergraduate schools in the Philippines.
He is also a co-host of the influential and nationally-syndicated political radio show ["Karambola sa DWIZ" 882AM] and a contributor/columnist for the "Philippines Graphic" and "Philippine Free Press" news magazines.
